The device has a measuring device to perform contactless measuring of capacitance of a capacitor (30). An electrically insulating layer (28) of a sealing film (6) is arranged between two electrically conductive layers (26,27) for measuring the intensity of the influence of the capacitor in a measuring field. An evaluation and regulating device is provided to compare a measurement value with a reference value to control the torque applied by a locking device on a screw cap in dependence on the measurement result.
