PROBLEM TO BE SOLVED: To provide an electrode catalyst layer for a fuel cell, exhibiting high power generation characteristics by using an oxide based non-platinum catalyst as a catalyst material, and having high durability, and a method for manufacturing the electrode catalyst layer for a fuel cell.SOLUTION: An electrode catalyst layer is formed by: preparing a fist catalyst ink obtained by dispersing a catalyst material or carbon particles, together with a peroxide decomposition catalyst and a first polymer electrolyte, in a solvent; drying the first catalyst ink and embedding the catalyst material or the carbon particles with the first polymer electrolyte; then adding carbon particles or a catalyst material to the first catalyst ink, and thereafter preparing a second catalyst ink obtained by dispersing the catalyst material, the carbon particles, the peroxide decomposition catalyst, and the first polymer electrolyte, together with a second polymer electrolyte, in a solvent: and coating the second catalyst ink on a base material selected from among a gas diffusion layer, a transfer sheet and a polymer electrolyte membrane. |
