PROBLEM TO BE SOLVED: To reduce an overall code amount by compressing encoded information in an image encoding system employing motion compensation prediction.SOLUTION: A first encoded bit string decoding section 202 decodes information showing a prediction motion vector to be selected. A prediction motion vector candidate generation section 221 predicts a plurality of prediction motion vector candidates from any motion vectors of adjacent decoded blocks which are spatially or temporally adjacent to a block of a decoding object, generates the plurality of prediction motion vector candidates and registers them in a prediction motion vector candidate list. A prediction motion vector redundant candidate deletion section 223 deletes the candidates of the prediction motion vectors having identity among the candidates of the prediction motion vectors predicted from the adjacent decoded blocks which are spatially adjacent while leaving at least one from the prediction motion vector candidate list. A prediction motion vector selection section 225 selects the prediction motion vector from the prediction motion vector candidate list on the basis of the information showing the prediction motion vector to be selected.SELECTED DRAWING: Figure 13 |
