PROBLEM TO BE SOLVED: To reduce a C-Plane signal amount for creating a routing rule when simultaneously utilizing different networks (NW) for the unit of a flow.SOLUTION: NW and label correspondence information held by user quipment (UE) is reported to a packet routing control device and in the packet routing control device, a NW and label correspondence information table for each UE is created. When a packet of an application is detected in the UE, an information table of the NW to be utilized for each flow is created, a label representing an arbitrary NW is applied to the packet of the application, and the packet is routed to the NW indicated by the label. The packet routing control device generates a flow and label correspondence information table for each UE from the label of the packet and packet information, and the packet is routed to the Internet. When a packet addressed to the UE is received, on the basis of the flow and label correspondence information table for each UE and the NW and label correspondence information table for each UE, the packet is routed to the label corresponding to the flow. |
