PROBLEM TO BE SOLVED: To provide a technique of stocking more services in a technique of allocating a resource of a physical network for stocking the services in response to a service presenting request of a virtual network on the physical network.SOLUTION: A network resource allocating device for allocating a resource of a physical network in order to stock services of a virtual network on the physical network includes an acceptability determination unit for determining a candidate route on the physical network that can be allocated to the services of the virtual network, and an optimum route determination unit for determining, from the determined candidate routes, a route that minimizes the amount of node pairs losing connectivity when a route is allocated to the services of the virtual network.SELECTED DRAWING: Figure 1
