PROBLEM TO BE SOLVED: To provide data bearer establishment procedure suitable for use of a Low Power Node (LPN).SOLUTION: A first base station (1) determines which cell is to be used between a first cell (10) which is operated by a first base station (1) for transferring user data of a mobile station (3) and a second cell (20) which is operated by a second base station (2), according to whether or not predetermined conditions are satisfied. When using the second cell (20), the first base station (1) transmits to a core network (4) a setting request of a bearer for transferring the user data through the second cell (20) between the core network (4) and the mobile station (3). |
