PROBLEM TO BE SOLVED: To provide: a method for providing an order for determining whether a neighboring block is usable and for providing parallelism between prediction units within a coding unit, in configuring a motion candidate list; and an apparatus using the method.SOLUTION: An image decoding method includes: a step S410 of determining the availability of a block adjacent to a current block; a step S420 of configuring a merge candidate list for the current block on the basis of the result of the determined availability; and a step S430 of performing motion compensation for the current block on the basis of the merge candidate list. The step of determining availability includes: a step S411 of inducing block availability information on the adjacent block; and a step S413 of inducing the availability of motion information on the adjacent block. The step of determining the availability of the adjacent block is such that, when there is more than one adjacent block, the availability of adjacent blocks can be determined in accordance with a predetermined order restriction.SELECTED DRAWING: Figure 4
