The present invention efficiently controls a cell using a non-allocated frequency band or a shared frequency band. Provided is a terminal device provided with a measurement unit for measuring channel state information (CSI) on the basis of an effective downlink sub-frame based on a serving cell. A sub-frame is considered to be the effective downlink sub-frame when a condition is satisfied. The condition includes the existence, in the sub-frame, of a set CSI reference signal (CSI-RS) resource that is associated with a CSI process. The serving cell is a license assisted access (LAA) secondary cell.
