PROBLEM TO BE SOLVED: To provide a holder which minimizes a non-light-emitting region and spreads an effective light-emitting region, and to provide a lighting device.SOLUTION: A holder 130 is used for holding a light guide rod 150 at a light emitting element 110 in a lighting device 100 having the light emitting element 110 and the light guide rod 150 and has light permeability. The holder 130 includes: a first recessed part 135 having a first opening 133 having a size that encloses the light emitting element 110; a second recessed part 136 having a second opening 134 into which the light guide rod 150 should be inserted; and a reflection layer 132 which is disposed on an inner peripheral surface of the first recessed part 135 and reflects an outgoing beam from the light emitting element 110. |
