PROBLEM TO BE SOLVED: To improve the efficiency of compressing and encoding video, and also prevent shaking of a subject image from getting excessively canceled out.SOLUTION: The present invention comprises: displacement units 40a-40d for causing a displacement of the optical position of an image pickup element 10 to occur; a displacement amount estimation unit 70 for calculating, with an estimated amount for a motion vector of image formation occurring when no displacement is caused to occur being defined as a vector Vc, an estimated motion vector with accuracy finer than the size of a unit grid region of pixels constituting the image pickup element by matching the movement amount between two frames of image formation on the image pickup element,; and a displacement control unit 80 for calculating, from the estimated motion vector calculated by the displacement amount estimation unit, with the motion vector of image formation obtained as the result of displacement caused to occur being defined as displacement result vector, a displacement control amount (&Dgr;X,&Dgr;Y) whose value matches any vector value among an aggregate of vector values obtained by linking center points of two pixels whose values of displacement result vectors are adjacent or a zero-vector value, and outputting the calculated displacement control amount to the displacement units. |
