A dunnage machine is equipped with a manually operated cutter. The cutter can comprise elongated frame members (222) that are pivotable about one end thereof. A handle surface (230) can extend between the elongated frame members (222) near a distal end portion of the elongated frame members. The handle can be depressed to actuate a cutting operation, descending a blade (202) against dunnage material dispensed from an exit chute. When the handle is no longer depressed, a biasing member (226) can act on the elongated frame members (222) to return the handle surface (230) to a resting position. The resting position of the handle can be proximate, or near, an exit region of the dunnage machine.
