A communication apparatus, which has a function to receive TDM data and transmit PWE packets and a function to receive PWE packets and transmit TDM data, comprises: a random timing generation means that generates the transmission timing of a PWE packet, which is to be transmitted next, in such a manner that the transmission timing varies from a reference value; a PWE packet generation/transmission means that generates the PWE packet having both a header including the transmission timing and received TDM data and that transmits the generated PWE packet to a packet network; a PWE packet reception means that receives a PWE packet from the packet network and that extracts the information of a transmission timing; a PWE packet holding means that holds the PWE packet; and a TDM data extraction/output means that extracts TDM data from the PWE packet held by the PWE packet holding means and that uses clocks, which have been generated from the information of the transmission timing, to output the TDM data to a TDM network at predetermined intervals. |
