PROBLEM TO BE SOLVED: To allow a server device executing an application to be selected while maintaining high storage efficiency and the high quality of service of applications in a plurality of server devices.SOLUTION: A management device monitor part 100 receives server information including any one of resource information, a state of a server process, and a state of an application process, and the number of application processes being executed from a plurality of server devices respectively. The management device monitor part 100 determines respective server states on the basis of the respective server information. A management device control unit 101 selects a server device which generates an application process on the basis of any one or more of the number of application processes being executed, the respective server states, and server device selection history, and transmits a generation request. A server device monitor part 200 collects and transmits self server information.
