PROBLEM TO BE SOLVED: To verify authenticity of a reader in order to transmit key data only to an authentic reader.SOLUTION: When a portable terminal 2 receives a key data request signal with signature from a reader 3, the portable terminal 2 determines whether the reader 3 having transmitted the key data request signal with signature is already registered on the basis of a signature verification key that is paired with a signature generation key of the reader 3, and transmits an inquiry signal for inquiring of a key distribution server 6 whether the signature verification key, which is paired with the signature generation key of the reader 3 determined to be non-registered, is already registered. When the key distribution server 6 receives the inquiry signal from the portable terminal 2, the key distribution server 6 determines whether the signature verification key of the corresponding reader 3 is already registered, and when it is determined that the signature verification key is already registered, distributes the registered signature verification key to the portable terminal 2. |
