PROBLEM TO BE SOLVED: To manufacture a fuel from an organic sludge while suppressing facility cost and operation cost to a low degree.SOLUTION: The fuelization apparatus 1 for the organic sludge or the like includes a heat exchanger 8 for performing heat exchange between an over-heating vapor ST2 generated utilizing an exhaust gas G1 of a combustion furnace 2 and a heating medium oil M, and an indirect heating type sludge fuelization apparatus 11 for manufacturing the fuel by drying the organic sludge S using the heating medium oil heated by the heat exchanger. Since the exhaust gas of the combustion furnace is used, the fuel can be manufactured without using a high quality fuel or the like. Since it is not also required that the fuelization apparatus is made a high pressure-resistance structure, the facility cost can be reduced, and since the organic sludge is dried by indirect heating, foreign matter is not mixed into the fuel and reduction of quality of the fuel can be avoided. The combustion furnace can be made a cement firing furnace, an incinerator or the like, and a shell-and-plate type heat exchanger can be used for the heat exchanger. The fuel may be manufactured by carbonizing the organic sludge using the heating medium oil heated by heat exchange with the over-heating vapor. |
