PROBLEM TO BE SOLVED: To correctly estimate the moving speed of a whole target, even when there exists in the target a portion having a moving speed different from that of the whole target.SOLUTION: An azimuth line dividing section 42 (dividing section) divides a signal 82 before azimuth compression into a plurality of azimuth lines (partial signals). A correlation degree calculator 44 calculates a speed correlation degree for each azimuth line by assuming that a plurality of speeds are target speed. An azimuth line determining section 52 (portion selecting section) selects, from the plurality of azimuth lines, an azimuth line having the most narrow distribution of the speed correlation degree. A speed estimating section 53 (estimating section) estimates a speed at which the speed correlation degree calculated by the correlation degree calculator 44 is maximal, to be a target estimation speed for the selected azimuth line. |
