PROBLEM TO BE SOLVED: To provide a water-based ink composition for a ballpoint pen and a ballpoint pen housing the composition, in which a high lubricating effect is imparted, thereby, wear of a ball-receiving seat by rotation of the ball can be suppressed, and even when a pigment that is more disadvantageous for wear of the seat is used as a coloring agent or even when the composition is applied to an extra-fine ballpoint pen, good ink ejection property can be maintained for long-distance writing and excellent feelings for writing equivalent to those in an early stage of use can be maintained for a long period of time.SOLUTION: The water-based ink composition for a ballpoint pen comprises at least a dicarboxylic acid amine salt comprising a dicarboxylic acid having 14 or more carbon atoms and an amine, a coloring agent, and water.
