PROBLEM TO BE SOLVED: To encode an interval shooting image efficiently.SOLUTION: A subtractor 101 subtracts a prediction image from an input image and outputs a difference image. The difference image is encoded by an orthogonal transformation section 102 and a quantization section 103, and then locally decoded by an inverse quantization section 104 and an inverse orthogonal transformation section 105. An adder 106 adds the prediction image to the output from the inverse orthogonal transformation section 105, and outputs a decoded image. A motion detection section 111 detects a motion vector from a preceding decoded image. An intra-inter determination section 110 determines whether it is intra prediction or inter prediction, according to the error in the determination operation in an intra prediction mode determination section 107 and the detection operation in the motion detection section 111. The motion detection section 111 differentiates the determination method of a search area for detecting the motion vector, for a moving picture consisting of a frame interval of a predetermined time, and for a moving picture consisting of a frame interval longer than the predetermined time. |
