PROBLEM TO BE SOLVED: To prevent improper use of a beacon without connecting to the internet when performing communication between a mobile terminal such as a smartphone and the beacon.SOLUTION: The electromagnetic wave transmitter includes a storage device and a transmission unit. The storage device stores information encrypted by making a value obtained by a calculation in which a calculation result by making a position in a predetermined range be a parameter becomes the same value, as an encryption key.
