PROBLEM TO BE SOLVED: To prevent increase in cost of an apparatus for encoding and decoding an image.SOLUTION: In an encoder 1000, a setting unit sets restriction information for restricting size of a block of an image and a prediction method to be applied to the block having the size. An inter-prediction unit 1018 generates a prediction image according to the restriction information. The encoder encodes the block by using the prediction image and generates an encoded stream. Then, the encoder transmits the encoded stream and the restriction information.SELECTED DRAWING: Figure 16
