PROBLEM TO BE SOLVED: To suppress deterioration in communication quality in an uplink even when a user terminal connects to a plurality of radio base stations by applying dual connectivity (DC).SOLUTION: A user terminal for performing communication using dual connectivity in which a first cell group and a second cell group are set comprises: a transmitting unit which transmits a UL signal containing SRS and/or a UL channel to each cell group; a control unit which controls transmission power of a UL signal and/or a UL channel to each cell group; and a receiving unit which receives information related to guarantee power set in at least one cell group by upper layer signaling. The control unit controls transmission power by applying the same guarantee power to transmission of a PUSCH (Physical Uplink Shared Channel) and/or a PUCCH (Physical Uplink Control Channel, and SRS transmission in each cell group.SELECTED DRAWING: Figure 4
