PROBLEM TO BE SOLVED: To allow a monitoring device to learn the delivery of a disaster warning from a base station to a terminal.SOLUTION: A communication system comprises: a base station (3); a plurality of transmission devices (1-1 to 1-4) constituting part of a transmission network (NW); a monitoring device (2) for monitoring the plurality of transmission devices (1-1 to 1-4); and a notification unit (4), if the transmission network (NW) transmits a delivery request to request the delivery of a disaster warning to the base station (3), for transmitting a delivery notice representing that to the monitoring device (2).SELECTED DRAWING: Figure 1
