Provided are a rotary electronic component and a rotary encoder which are capable of inhibiting deterioration in electrical characteristics, even if an abrasion powder is formed by a restriction member for restricting the rotational angle of a shaft. This rotary electronic component and this rotary encoder are provided with: a shaft; a shaft-rotation detection mechanism which holds the shaft in an inserted state such that the shaft can rotate and move vertically, and which detects the rotation direction and the rotational angle of the shaft, said shaft-rotation detection mechanism being provided with a rotor attached to the shaft so as to be capable of integrally rotating with the shaft, a slider attached to the rotor, and a fixed contact member along which the slider slides; a restriction member which is provided to the side opposite a resistor pattern with at least one partition wall therebetween, and which restricts the rotational angle of the shaft; and a switch mechanism which is pressed by an end of the shaft inserted through the shaft-rotation-detection encoder mechanism.
