PROBLEM TO BE SOLVED: To provide a moving picture encoding method that can enhance the encoding efficiency in moving picture encoding using inter-prediction.SOLUTION: A video encoding method for encoding an encoding target block, derives a first candidate having a first prediction motion vector that coincides with a first motion vector used for encoding of a first block, determines whether the total number of one or more candidates including the first candidate is smaller than the maximum number of candidates, derives a second candidate having a second prediction motion vector as a zero vector when the total number of one or more candidates including the first candidate is smaller than the maximum number of candidates, encodes an index corresponding to a candidate having a prediction motion vector, and generating a bit stream containing the encoded index. The maximum number of candidates is used for encoding of the index, and the candidate is one of a plurality of candidates containing the first candidate and the second candidate.SELECTED DRAWING: Figure 15 |
