PROBLEM TO BE SOLVED: To provide a voice synthesizer capable of achieving an HDR audio system capable of generating and outputting a synthesized voice in a proper state with a simple circuit configuration and a simple process, and a voice synthesizing method.SOLUTION: A voice synthesizer 1, used for an HDR audio system, for synthesizing a plurality of voice waveforms and generating a synthesized voice, includes: a voice synthesizing part 5 for synthesizing a plurality of voice waveforms and generating one synthesized voice; one amplifier 8 for amplifying the synthesized voice output from the voice synthesizing part 5; and an amplification control part 6 for controlling an amplification amount of the synthesized voice at the amplifier 8 by acquiring information on voice pressure and controlling the amplifier 8 on the basis of the acquired information on the voice pressure.
