Provided is a permanent magnet of high performance. This permanent magnet has a composition represented by composition formula RpFeqMrCutCo100-p-q-r-t and a metal structure containing a main phase having a Th2Zn17 crystal phase. With respect to 20 or more crystal grains constituting the main phase, the average of the Fe concentration is 28 atom% or more and the average of the concentration of the R element is 10 atom% or more.
