A submission attribute estimation unit 11 estimates a submission attribute on the basis of the submission information. A correspondence information creation unit 12 creates correspondence information for associating the content with the submission attribute. A generation information acquisition unit 13 acquires content generation information from a personal terminal 2 operated by a user. A content generation unit 14 generates content in which the submission attribute is matched with the content generation information by using the correspondence information.
