The present invention relates to a composition for whitening skin, comprising an inhibitor of the expression or the activation of p21-activated kinase 4 (PAK4) as an active ingredient. The PAK4 of the present invention promotes the melanin production induced by -MSH or UVB in melanin cells through a signal transmission path of CREB and Wnt/-catenin. According to the present invention, the melanin production can be inhibited in an effective manner, when inhibiting the expression or the activation of PAK4 in the melanin cells. The inhibitor of the expression or the activation of PAK4 of the present invention can be developed as an agent for whitening the skin or as an agent for treating melanin hyperpigmentation disorders.
