The present invention relates to a carbon dioxide absorbing and removing system. An object of the present invention is to prevent an absorbent from being lost and improve efficiency of collection of carbon dioxide via recycling of condensate. For this purpose, the present invention discloses the carbon dioxide absorbing and removing system, comprising: an absorption tower which absorbs carbon dioxide by using an absorbent; a removal tower which separates the carbon dioxide from the absorbent by feeding steam of a reboiler to the absorbent having absorbed the carbon dioxide from the absorption tower; a two-stage washing zone which is installed in the absorption tower to prevent the absorbent from being lost; and a thermal vapor recompressor which separates steam condensate, output from the reboiler, into gas and liquid via a flash drum, presses gas, and provides the pressed gas as steam of the reboiler. According to the present invention, an absorbent is prevented from being lost by installing the two-stage washing zone in the absorption tower or performing processing operation in the form of washing zone overflow operation, and processing efficiency can be improved via recycling based on Thermal Vapor Recompression (TVR).
