Disclosed is a base station traffic monitoring device which monitors downlink traffic of an orthogonal frequency division multiple access (OFDMA) base station divided into a digital unit and a radio unit. The base station traffic monitoring device analyzes a downlink transmission spectrum waveform of the base station to find a rate of using resource blocks of the radio unit in real time.
