PROBLEM TO BE SOLVED: To provide a slag material capable of sufficiently inhibiting alkali elution from slag materials including iron and steel slag, and capable of being used as a marine environment restoration material.SOLUTION: A surface-modified slag material 1 includes a calcium carbonate layer 2 formed on the surface of a slag material 3 including iron and steel slag, wherein the surface of the slag material 3 is surely coated with calcium carbonate (CaCO) layer 2 by utilizing Ca originated from f-CaO or Ca(OH)or the like contained in the iron and steel slag and COin atmosphere, where the calcium carbonate layer 2 covers the surface of the slag material 3 with thickness of 1-100 μm and the porosity is 10% or less with respect to the volume of the calcium carbonate layer 2. |
