Disclosed are a network controller, a wireless management device, and a method for controlling access of a software-defined networking (SDN) based wireless router using load balancing. According to an embodiment of the present invention, a network controller comprises: a control unit which performs a centralized control over a plurality of wireless routers and uses status information on each wireless router to search a wireless router, which is to be connected to a user terminal, among the plurality of wireless routers; and a communications unit which is connected to a wireless management device managing user terminals, receives a request for searching a wireless router, and obtains status information of each wireless router to provide search results from the control unit to the wireless management device.
