The present invention relates to a device and a method for integrally managing/controlling micro-cloud data centers which are locally distributed. According to the present invention, a distributed cloud management system comprises: a distributed cloud managing device; and a plurality of micro-data center management devices. The distributed cloud management device controls a plurality of micro-data centers, analyzes service inputted by a user to create information on optimal virtual resources, and transmits the created information to a micro-data center, wherein the micro-data center allocates optimal resources according to inputted service analysis information and resources request information.
