According to an embodiment of the present invention, a method for a base station scheduling downlink data includes the steps of: determining a serving cell to schedule downlink data based on a characteristic of a barrier that the downlink data belongs to; and transmitting control information including information about the determined serving cell to a terminal, thereby increasing a service quality of a user and providing a high-capacity and high-speed communication service.
