A discharge completion time determination unit 131 determines discharge completion scheduled time that is target time until which a residual amount of a storage battery is made to reach a preset lower limit value. A discharge delay necessity determination unit 132 determines necessity of delay of discharging the storage battery on the basis of transition of the power consumption amount predicted by the load prediction unit 130, the discharge completion scheduled time determined by the discharge completion time determination unit 131, and the residual amount of the storage battery. A charge/discharge control unit 133 outputs a signal for discharging the storage battery or a signal for stopping the discharging of the storage battery to a power conditioner 2 on the basis of a result of the determination by the discharge delay necessity determination unit 132.
