The present invention relates to a pharmaceutical composition for improving the drug penetration, so as to treat fungal infections of keratinous tissue, to a manufacturing method thereof, and to an administration method thereof. More specifically, the present invention relates to a pharmaceutical composition for preventing and treating fungal infections by increasing the absorption of keratinous tissue, to a manufacturing method thereof, and to an administration method thereof. The pharmaceutical composition for preventing and treating fungal infections comprises: a) at least one antifungal active substance; b) an alkalizing agent having a pH of 7-13; and c) an organic solvent for dissolving the antifungal active ingredient or promoting the absorption.
