PROBLEM TO BE SOLVED: To provide a technique for correctly notifying of the approach of an emergency vehicle.SOLUTION: A modulation/demodulation section 54 receives a packet signal being a packet signal from another terminal device 14 and including at least position information of another vehicle mounting the other terminal device 14. A position information acquisition section 64 acquires the position information of a vehicle mounting a terminal device 14. An estimation section 78 estimates time until an encounter of the vehicle and the other vehicle on the basis of the two pieces of position information. A derivation section 80 derives a distance between the vehicle and the other vehicle on the basis of the two pieces of position information. A determination section 84 notifies of the encounter with the other vehicle when the estimated time is equal to or less than a first threshold or when the derived distance is equal to or less than a second threshold.SELECTED DRAWING: Figure 4
