PROBLEM TO BE SOLVED: To provide a communication device and an on-vehicle device that can prevent a subsequent vehicle from contacting or colliding with a precedence vehicle in a case where abnormality of radio communication between the precedence vehicle and a tollgate system occurs and the precedence vehicle stops.SOLUTION: A communication device includes a light-emitting unit and a control unit. When abnormality of radio communication with an on-vehicle device included in a precedence vehicle occurs, the passing of the precedence vehicle is caused to be stopped, and a signal for instructing the control unit to transmit attention arousing information arousing attention with respect to the precedence vehicle is input, the control unit controls light emission of visible light from the light-emitting unit, and transmits the attention arousing information to a subsequent vehicle following the precedence vehicle. |
