PROBLEM TO BE SOLVED: To set a content charging ratio so that one ISP makes its revenue maximum when any one of ISPs combines a content charging for collecting a certain ratio of a content distribution fee with a conventional transit charging in an environment that there are two ISPs.SOLUTION: The invention obtains ISP information (parameter) and determines CP strategy type aggregation using a conventional transit charging, and then calculates an optimal value α* of a certain ratio α that the content distribution fee which is charged to the CP strategy type aggregation using the conventional transit charging makes its revenue maximum when the ISP-1 collects the certain ratio of the content distribution fee to the CP in an environment that the ISP-1 and ISP-2, namely two ISPs exist. |
