PROBLEM TO BE SOLVED: To provide a message dial service capable of more surely registering safety information.SOLUTION: In the case where an originated call from a telephone terminal 4 to a disaster message dial server 2 becomes an incomplete call because of a call origination regulation, an exchange 1 describes a caller number of the call and a call-back requirement on a calling/called number management list and transmits the calling/called number management list to the disaster message dial server 2. When a congestion state of a telephone network 100 is mitigated, the disaster message dial server 2 issues an instruction of call back to a caller number requiring call back to a message storage device 3, and the message storage device 3 calls the instructed caller number and receives registration of safety information. Thus, even in the case where the telephone network 100 falls into the congestion state and the call origination regulation is performed, when the congestion state is mitigated, safety information can be surely registered. |
