The present invention relates to a functional waterless cleanser composition and a waterless cleanser comprising the same. More specifically, the present invention relates to a waterless cleanser composition comprising a natural saponin extract, which alleviates the symptoms such as atopic dermatitis or the like, reduces scalp troubles, and alleviates the hair loss, by using the natural saponin extract as a cleanser; and relates to a waterless cleanser comprising the same.
