Disclosed herein is a method for allowing frequency resources to be efficiently used even when a plurality of wireless stations having different non-supportable frequencies start operations thereof as respective secondary use systems. A wireless communication system (1) comprises a coexistence manager (60) that collects, from base stations (10) and the like, information of supportable frequencies thereof and creates a transmission-allowable frequency list for each of the base stations (10) in such a manner that the list excludes the non-supportable frequencies but includes at least one supportable frequency. If the supportable frequencies include any frequencies that are non-supportable for the different types of secondary use systems of neighbors, then the coexistence manager (60) sorts the list such that the priorities of those frequencies are raised. On the other hand, if the supportable frequencies include frequencies that are non-supportable for other base stations or terminal stations, each of which has a high probability to wireless-communicate with the base stations (10) and the like, in the neighborhood, then the coexistence manager (60) sorts the list such that the priorities of these non-supportable frequencies are lowered. |
