PROBLEM TO BE SOLVED: To provide a thermal conductive sheet having sufficient thermal conductivity in a thickness direction.SOLUTION: A method for manufacturing a thermal conductive sheet comprises: a step of forming a plurality of first sheets consisting of a thermal conductive filler in a first organic resin in hardened state; and a step of forming a plurality of second sheets consisting of a thermal conductive filler in a second organic resin in semi-hardened state. The thermal conductive filler is oriented in a sheet surface direction in the first sheet and the second sheet. The manufacturing method also comprises: a step of alternately stacking the first sheet and the second sheet; a step of forming a stacked body by mutually integrating adjacent first sheets through the second sheet by curing the second organic resin; and a step of forming a thermal conductive sheet by slicing the stacked body to the lamination direction.
