The present invention comprises: a jig member into which a high pressure vessel is inserted so as to cover the high pressure vessel; a vibration providing unit installed in the jig member, and providing vibration to the high pressure vessel to separate a bubble adhering to an internal wall of the high pressure vessel; and an appearing drive unit moving the vibration providing unit to the high pressure vessel to be contacted, and enabling the vibration providing unit to be spaced from the high pressure vessel after the bubble is removed. The vibration providing unit comprises: an ultrasonic vibrator installed in the jig member; and an ultrasonic oscillator providing ultrasonic waves to the ultrasonic vibrator.
