A method and apparatus for adaptive image decoding are provided. In a recording medium storing a program executed by a computer to perform inter prediction of an image, the program comprises the steps of: determining a previously restored single restore block as a reference block of a to-be-decoded block; determining motion information applied to the to-be-decoded block based on motion information of the reference block; and decoding the to-be-decoded block based on the determined motion information. The reference block identifier can indicate a restore block to be used as the reference block.
