[Problem] To enable avoidance of concentration of loads on a particular node when a frequency band is shared between a cellular system employing HetNet and another system. [Solution] Provided is an apparatus comprising: an acquisition unit for acquiring band related information that is related to a frequency band, which is one of shared bands, shared between a cellular system and another system, and which can be used by a macro-cell base station of the cellular system, said band related information being provided by a controller used for a plurality of macro-cell base stations of the cellular system; and a control unit for determining a frequency band which is one of the frequency bands that can be used by the macro-cell base station, said frequency band being able to be used by a small-cell base station corresponding to the macro-cell base station. |
