A system for charging a battery within an at least partially electric vehicle. The system includes a charging device wherein the charging device configured to electrically connect to the at least partially electric vehicle and charge at least one battery by a predetermined amount. The system also includes a network configured to determine the location of the charging device.

1. A method for transferring electric energy from an electric vehicle to an infrastructure comprising:
coupling the electric vehicle to an electrical transfer interface; transferring electricity from a battery in the electric vehicle to the infrastructure during peak electric hours wherein the infrastructure uses the electricity from the battery as electric power; transferring electricity from the infrastructure to the battery of the electric vehicle during off peak hours; and recharging the battery of the electric vehicle.
