Provided are a constant voltage circuit configured to detect a leakage current and output a voltage at a stable power supply voltage level in case of a low power supply voltage and a crystal oscillation circuit using the same. The constant voltage circuit has a leakage current detection circuit having a PMOS transistor for monitoring a leakage current, wherein a gate and a source of the PMOS transistor is grounded to the constant voltage circuit. When a leakage current is detected, even with constant voltage power, a voltage sufficient for turning on an output transistor of the constant voltage circuit can be applied to a gate of the output transistor.
