A fuel cell system component 40 has a surface 42 with regions 44, 46 that may be configured between at least two states, and where one state is more hydrophilic than the other, and where the configuration adopted depends on the condition of the surface 42. Plural independently reconfigurable surface regions may exist. Conditions include changes in current density, electric potential, electrical field, pH, temperature and / or ligand / ion concentration. Component 40 may be a water separator, heat exchanger, fluid line or pump. Each independently reconfigurable surface region may comprise subsets that respond to different conditions . On a molecular basis the position of functional end groups differs depending on the configuration; being distal from the surface and interacting with water molecules in the first state, and proximal to the surface an inhibited from water interaction in the second state.
