PROBLEM TO BE SOLVED: To enable automatic allocation of a band to a received packet, to thereby reduce operation management cost on the service provision side.SOLUTION: A packet relay device includes: a packet discrimination unit (111) for discriminating whether or not the flow of a reception packet P is fixed; a scenario table (13) in which a scenario is stored; a flow analysis unit (12) for masking a specific field of header information, and for searching the scenario table for a scenario corresponding to the masked header information, to fix the flow of an unfixed packet P, and to add a registration storage area (15) corresponding to the scenario; a packet classification unit (11) for storing the fixed packet P of which flow is fixed into the registration storage area (15) corresponding to the fixed flow; and a scheduler (16) for scheduling and transmitting the packet P stored in the registration storage area. |
